Upgrading, as well as re-installing carries previous settings, drivers, and upgrades forward into the new system. This is a tremendous time saver. If one installs the system to a formatted (blank) disk, they would need to install, and configure, new drivers, all software, and all personal preferences. This work is not part of the installation, is usually not automated, and often presents options most people have no clue about choosing.

The down side of bringing stuff forward is that if the problem resides in this 'legacy' stuff, the problem will re-appear. Obviously, the most efficient course is to try a re-installation first, and if this doesn't cure the problem, only then resort to a FORMAT, and fresh installation.
