And how to handle number submitted after the deadline is at the discretion of the SOS. It will be very hard to 'force' her to accept it through the legal system as that will have some implication no one wants.

Good point. She was ordered by a judge to use discretion. Let's assume she does use discretion and rejects PB request. How can she be sued for it later?
