elmatador, the difference here isn't between that of a rail system and a road system, but rather one between a two-lane road and an eight-line highway. The only thing is that the two-land road, if upgraded and maintained properly, should be far more than adequate for over 90% of resedential users for quite a while. Meanwhile, while building out the highway might be a good idea for places where no roads currently exist, it doesn't seem to be an economically sound proposition for most places where roads are available.
