Why do they vote as a block? There have to be people with different values and judgements.

It has been a good 24 hours for the Bush campaign. The decision by Broward county last night not
to go ahead with a countywide hand count was the first in a string of good news for Governor
Bush. Today, Judge Terry Lewis of Leon County refused to grant an injunction to extend
Tuesday's 5:00 deadline. The Gore campaign and their friends on the networks spun as hard as
they could about how the decision was good for them, but it was a devastating blow against the
Vice President.The part of the ruling the Gore campaign felt was a victory ignores the fact that certification
of the FINAL ballot remains with Secretary of State Harris. The court instructed she couldn't arbitrarily ignore
late hand counts, but that she has the discretion to do what she feels is appropriate. It is possible the Florida
Supreme Court will get involved and force Secretary Harris to certify certain ballots, but that was always going
to be the case. Lastly, in another blow to the Gore campaign, Miami-Dade County decided not to go ahead with
a full hand recount. If the Broward and Miami-Dade decisions are not reversed through litigation, Gore is left with
only Palm Beach County to "find" the votes he needs. Based on Secretary Harris's comments, it appears likely
she will reject Palm Beach's hand count, especially if it produces some radical vote swing towards Gore.
