Is it just the million california votes outstanding or more than that from other states, to decide on the popular vote?

Of course it matters, because it validates the Electoral College results. Without the popular vote as well as the electoral vote, the latter is a hollow victory. Uh, one problem, though, e-Mr. Bill.
