Population density is the reason. Punch cards are assumed to be faster to count and are used in large urban areas.

You are right about pop. dens. but incorrect about they are faster than optic-scan and other updated systems. MSNBC reports that elected officials just don't want to go to their constituents for a raise in taxes to pay for an updated system, and IMO, they like to be selectively subjective when necessary ala the Daley machine.

The wall street journal had an article on this last week which indicated that all methods have problems. I am reserving judgment pending more convincing evidence.
