My guess, whether it's true or not depends on your point of view. It IS the central matter of Bush's Federal Case, IMO.
That is, a state-wide hand-count or the current machine count are clearly the only fair options. Al Gore sought a clearly unfair option from the start, even while claiming it's fair over and over. Maybe now he'll get a statewide chad count, or maybe he'll get his chosen additions included unbalanced. Yuk! He doesn't deserve poopy right now, IMO. I still think the final court handling this would have to agree, then choose one option or the other, and possibly a few re-count conditions, or a stern recommendation to upgrade systems countrywide else face judicial wrath, or something. ;-) I think this is the real argument Bush is hanging his hat on, attendant parts are just that and little more.
