The only directions on technique seems to be Step 3.

To vote, hold the voting instrument straight up..
Punch straight down through the ballot card for the
candidates of your choice.
Do not use pen or pencil


It doesn't say how hard, moreover it seems to indicate that you can vote for more than one candidate. I can well imagine that many first time voters will press down , but don't want to break anything.
