I don't know, but if there is the slightest hint of manipulation, it will most certainly be heard about.

Apparantly, the three county commissioners vote. (2 Democrat/1 Republican. It has been reported that the overwhelming majority of these disputes are decided along party lines. County commissioners are political hacks and are notoriously partisan. This recount process can
not be fair in its present form.

It's already been alegded that Carol Roberts one of the supervisors of the election is on tape tampering with ballots...
