You are correct. But the markets had priced the neutral bias into it fully. . . so we "should" not move much. The thing that is important to hear in their statement was that the Fed recognizes that the economy is slowing. This is GOOD news for the markets, since it means that we may have interest rate DROPS in our future.

I really don't think the FED has markets in view in doing these things.

I guess my take is that they're eyeing the net equis and biotech sectors. Got to bring down those valuations.
