If every vote matters states won't matter, NY or North dakota. every vote will be the same. Why should state borders matter in a national election anyway? That law comes from 200 years ago when we had civil wars with states fighting each other. This should be one country where each vote counts. Now they only count on a local or state level unless you're in a battleground state.
