With current political uncertainty, status quo might have been preferable perhaps.

If warranted, the Chairman can change his stance at any time? Unfortunately, I'm not an economist. Wondering if Louis, OX, Amien, or other friends know.

Maybe he wants to see who wins the election first. If we get big tax cuts, he will need to keep the door open for a rate increase.
