interesting map - far more "Bush" than "Gore" counties with greater than 5% ballot spoilage.

Based on this, the Gore group might not want this thing to get to the point of a statewide handcount, or even a handcount of all counties with more than 5% spoilage

I can guess only,

When I voted I used an optical ballot and when done placed the ballot in a big box to be counted later (optical central)

When my Father in law voted he had an optical ballot, but he scanned it in (with the help of a county worker) right at the preciect. It immediately told him which races he had not voted (some were unopposed and he didn't mark them).
It would have mentioned double votes too.
