Recounting votes by hand is part of the "natural election process." Done all the time. Same elected a congressman in N.J. a short time ago. Bush signed into law bill calling for same in Texas. Having a partisan secretary of state decide which numbers she will certify and which she won't goes beyond the scope of her specified and moral duties to conduct a fair and impartial election. When all is said and done, Gore will have won the national popular vote, the Florida popular vote and the United States Electoral College.
