Bush's whole game here is not letting any totals come in from any Democratically tilted county. Once those figures get released and Gore's elections numbers surpass Bush, Bush will simply not be able to govern if he gets the election by a technicality, since the nation will have known that Gore won the national popular vote and also had more votes than Bush in Florida and should have won the electoral college vote. This will be a fact of reality if the county votes become published, regardless of who is declared the winner.
