Nadine,

If each locality could have their own president or their own electoral votes, I wouldn't have any problem with them having their own rules for manual counts. But since the power will be in Washington, and the Republican districts will have to live with Gore too, I can understand why they might be skeptical. I'm not going to be happy with any result. I can see that now.
