I agree. A statewide hand recount would probably produce a tie. Add the overseas ballots, which will almost certainly will favor Bush and he will probably be the next president. The key concession by Gore is the dropping of support for the PB county citizen suits. I think Bush should immediately accept this offer, subject to the dropping to the PB suits.
