Gore had the right to ask, but were the partisan canvassing committees truly operating under the statute when 1) they determined that the hand counts were appropriate (some flip-flopping on the decision), and 2) they started trying to interpret the intent of voters in those recounts?

I say, no.

Which he did. He asked for the 4 precincts. They were recounted. Bush won those. The absentee ballots are next.

What else is there?

For the past week, Gore and his supporters were more than happy to have a selective recount in districts which favored Gore. Today, their tune changed. Ever wonder why??

Perhaps it has something to do with not being able to unethically manipulate any more votes? Or, perhaps it has something to do with their analysis which shows how little support Gore is going to get from overseas ballots. Or perhaps, it has something to do with Gore not being able to accept defeat.

What we do know is it has NOTHING to do with trying to determine a fair vote took place in Florida. Because, if it did, they would have requested it to begin with. Or, they would have requested it 2 days ago, or 3 days ago, or a week ago.
