That is my point. What SoS isn't going to be jaded by conflict. If it was a Democratic SoS who allowed the hand count to go forward there would be no conflict of interest?

It would be impossible to count that many votes by hand in the short time frame allotted.

That is piffle and you know it (and you should never :-) use absolutes to make a point). The recount of several hundred thousand votes would have been easily achievable. They just thought they could dawdle without consequence while seeing how things would play out.
