Bi-partisan Blue ribbon Committee to oversee the process and make the two warring sides shut up and get this over with. Carter has managed votes all over the world in much more troubled situations than this and Gerald Ford balances him out. You can trust both men. And they are both experts.

Interesting, Carter was asked about the EC and he said it would be impossible to get that many small states to agree to give up their power, but he thought states should aware their electroral votes according to percentage of votes not winner take all. Sounds like a good compromise to me.
