I think you are right. However, I don't think it applies to me. Perhaps I was on a big list that was sent out to everyone.

I worked for Hong Kong citizens in a Hong Kong Institution. I had a personal interview with the tax collector in which all my income was reviewed and the amount of tax I owed was paid by me. I was given documents saying I had paid my tax.
