He would think that would be biased and unfair. That's the answer to your question. The machine count of votes isn't biased. A hand count probably is. The only type of hand count that would be fair is one with two Republicans and two Democrats. In the case of a tie, the vote is ignored. That's not what they are doing now, nor is it what Gore proposed.
