Right, that'd be good, but they have no way to keep track of which ballots produced which vote in the total, as I understand it.

Could be. Or, think about it, biased against those who fiddled but didn't choose a damn thing, on purpose.
Also, they have the chance to examine the cards before they turn them in...and pull off hanging chads the easy way, as voting instructions noted beforhand.
