Absolutely, because there in actuality is only one count to be made in any event. The votes they are really examining are the ones that registered as Under Votes - i.e no vote. So they aren't counting these votes but for the first time. So your concept of multiple counts is bogus. There is no rational reason to average them, because there is nothing to average them with.
