Yes I saw that on CNN. Not only were they sent out to republican voters partially filled out, but when they came back and were opened in the counties and there was any incomplete information, republican workers made calls and helped to fill in any missing information - right there in the county offices. Evidently there is nothing against the rules except that it points out the obvious need to reform the rules.
