$, I agree the Israel vote may swamp the military vote. HOWEVER, tourists do not request absentee ballots. I do not know but suspect most of these voters are dual citizens who are more or less permanent residents of Israel. I do not think it appropriate for dual citizens (regardless of country) to vote in U.S. elections. If the presidency of the United States is decided by citizens of a foreign country, there may be a modicum of resentment in some quarters.
