Sometimes when something is as important to the public as this public opinion can override laws. That's not to say that there isn't legal ground to allow the hand recount to be accepted, I think there is.

I remember arguing against 5 or 6 lawyers at one time over a court case which involved a local school teacher. I said they were all wrong. They all laughed and could cite law after law to back up there case, I was trying to tell them that the teacher had so much public opinion on his side that they had to lose. They all assured me I was wrong. In the end it took about a year for that silly little case to make it's way through the court but I was right in the end. It was all over the school board wanting to make the teacher wear a tie to work and he wouldn't do it.
