The same issue is not going to be decided simultaneously in federal court and state court. Either the federal court will abstain or it will order the state court to stop because it is taking jurisdiction of the matter. But right now there are different issues which could proceed in each system, I think, without conflicting rulings.

In federal court, the issue is the standard used to look at the ballots and divine the intentions of the voter.

In state court, whether the hand counts will go forward and whether they will be accepted.
