There have been reported too many lengthy arguments pulling in several observers, and too much argument over criteria, for the judgment to be as straightforward as you say. But the main thing is this: there is no allegation of technical malfunction. If we do this, it establishes a precedent for demanding hand counts throughout the United States, and endlessly litigating any question which can be raised. There is not enough reason to through everything into turmoil, especially when there are questions about the method of resolving turmoil.
