Check out in republican majority areas. Republicans were not able to punch out chads completely where Bush netted about 100 votes. Also check out the reasons why Bush signed a law in texas supporting hand recounts.

Why can Democrats not punch out the chads as well as Republicans?
It's not so much a question of who is the better puncher, the real bias comes from the fact that the punch cards are in high density democratic counties, while the republican counties have low-error optical ballots. The real error in voting is that democratic counties had many more ballots marked as "no vote" by the machines.
