Absolutely not true. Many are very ill, not well at all, and doomed. The most demanding reason is a doomed baby with an oversized head.

The answer is simple. Outlaw PBA unless the mother's health or life is at stake, or in cases where the baby is doomed or significantly deformed.

Then, if a doctor preforms an D&E on a healthy, late term baby, he could suffer the legal consequences.
