The National popular count gives Gore a 200,000 vote advantage. That's about 2/10ths of a percent of the votes. I think anything less than a percent advantage (1,000,000 votes) is a narrow margin. So, in my opinion, you'd need a 1,200,000 vote swing in Bush's favor to conclude that Bush won by a significant margin.

I'm personally not convinced that there was that much voter fraud on the part of either party.
