Well, when I was in college, one of my classes was in Democratic Process. Actually, there are several ways to alter the outcome of an election. Stalin picked one of the easiest. Others include controlling the agenda, controlling who gets to vote, controlling information, controlling the ballot method (PB Dems should be wise to this by now), controlling the means of election (Electoral College vs. Popular vote). I'm sure I left a few off...it's been 16 years, after all...
