HealthAxis.com Wins Bid to Supply Enrollment Technology to the Tpa for the
State of Nevada P E B P

EAST NORRITON, Pa.--(BUSINESS WIRE)--Nov. 16, 2000-- HealthAxis.com, a subsidiary of HealthAxis Inc. (NASDAQ: HAXS - news), and a leading provider of
web-enabling software solutions for healthcare payers and intermediaries, announced today that it will be working with UICI Administrators, a subsidiary of UICI
Corporation (NYSE:UCI - news), a diversified financial services company, to supply the State of Nevada Public Employees Benefits Program with enrollment software
and services for employee benefits management.

The contract covers the State's 29,000 participants and their families.

Under the terms of the agreement, the State of Nevada will buy services from UICI Administrators, with HealthAxis.com supplying the key, enabling technology.
HealthAxis.com will be providing Nevada its proprietary Insur-Admin(TM) software application. Insur-Admin(TM) will offer Nevada's Public Employees Benefits
Program both enrollment and eligibility administration.

The State of Nevada awarded the contract to UICI Administrators and HealthAxis.com following a review of several competing vendors.
