1) It is the Palm Beach County voting officials' fault, but this can be rectified so that the voters are not penalized for this error.

3) I'm not clear on this one. I was under the impression that their timing was affected by the case the GOP brought to Federal Court, among other legal challenges.

We use only paper write in ballots in Switzerland. Low tech? Sure, but we don't have any problems counting. (!)
