WIND selects Alcatel to expand its optical backbone in Italy
Alcatel will supply an intelligent, multi-service optical network with DWDM and
SDH systems

Milan and Paris, November 16, 2000 - Wind, the first Italian operator able to offer a global
convergence among mobile, fixed lines and the Internet, has selected Alcatel, world leader in
intelligent optical networking, to considerably heighten its capability to deliver new high-speed
broadband services under a multi-million Euro contract for optical transmission solutions.

This two-year frame agreement includes the supply and installation of Alcatel's state-of-the-art
DWDM systems (1) as well as of the new-generation SDH solutions (2) - on fiber and
microwave radio - to expand WIND's existing national backbone and for its new international
network build-out.The equipment provided on a turn-key basis is part of the Optinex family -
Alcatel's breed of leading-edge transmission systems.

As part of the contract, Alcatel has already completed the installation and deployment of the
first two rings, which serve WIND's customer base in the North and Center of Italy, crossing
about 2,300 km. A 220 km repeaterless span was successfully delivered in the Rome-Pian della
Speranza link.

To integrate the new Optinex DWDM and SDH systems into a complete and powerful platform,
Alcatel's network management system deployed in WIND's network will be upgraded. This
Alcatel's solution provides continuous and efficient management of the transmission traffic and
simplifies the control of the overall network performance. It also integrates end-to-end
management of networks based on different technologies and supplied by different vendors.

"One of Wind's basic rules is to overcome what is already existing by
innovating the guidelines of global communication", said Franco Grimaldi, Chief
Technical Officer of WIND. He added, "To keep the pace with technological
avant-garde, we need suppliers able to offer future proof solutions, combined
with 360 degree assistance and Alcatel can guarantee this remarkable
plus-value."

"In about two years time, WIND has shown a dizzy growth", stated Jean-Marie
Vansteenkiste, President of Alcatel's terrestrial networks activities. "Alcatel's extensive
experience in DWDM and SDH technologies allows us to provide WIND with
an intelligent, multi-service optical network which will further support WIND's
network growth" .

The present deal extends the former contract worth about EUR 40 million signed in 1998.
