You're reading too far into the SC's ruling. You assume that they would step in. Why didn't they simply rule that Harris must accept the returns whenever completed???

There is no basis for Harris to refuse the recounts until she has 1) received them, or 2) certifies the election totals on Saturday (whichever comes first).
