The Judge will indeed stop Harris. He is just doing it one step at a time to give her a chance to be fair-minded. Or at least come up with a good excuse not to count actual votes. Even if the final recounts were not counted, if Gore is shown to actually be ahead and Bush becomes president his regime will be the most tainted and illegitimate in history. He will be a lameduck from the day he takes office.
