Benjamin. Yes, true (especially in Brazil), but review their spectrum issues. There could also be too many "pocketed" officials for a potential change at this point. A change would put them about nine months more behind (testing over again). It's possibly called 'a little more campaign money' too should other formats begin to show growing muscle. In Brazil it is the Europeans that give to the politicians. Qualcomm learned the art of giving in Isreal, they should re-learn it in Brazil.
