Within minutes, officials in Palm Beach County announced they would soon begin a manual recount requested by Al Gore's campaign. Still unresolved is whether those tallies will mean anything, since Secretary of State Katherine Harris has said she won't accept any ballots counted after a deadline last Tuesday. -Gore asked a Florida judge to require the state to count ballots being hand tallied after the deadline. Gore, who trails George W. Bush by 300 votes in decisive Florida, asked the Tallahassee judge to reverse Harris' decision. Democrats want final vote certification in Florida delayed until all recount totals are in. MSNBC and CNN reported the judge will have a decision around 10 a.m. EST (1500 GMT) Friday. -Gore's legal team filed arguments Thursday with the 11th U.S. Circuit Court of Appeals, based in Atlanta. The court agreed Wednesday to consider arguments on Bush's attempt to halt manual recounts. On Monday, a U.S. District judge in Miami rejected Bush's claims that such counts are unconstitutional. Both sides said the case could be headed to U.S. Supreme Court. -Federal appeals court in Atlanta also agreed to consider related case filed by three Bush supporters from Brevard County who claim their rights are being violated because their counties aren't recanvassing votes by hand. -The Florida Supreme Court denied Florida Secretary of State Katherine Harris' request to block hand recounts and consolidate related lower court actions. Harris is a Bush supporter. -An apparent citizen lawsuit was filed in circuit court to stop a hand recount in Broward County, arguing that the canvassing board acted illegally. Subpoenas were served on the three-member canvassing board, ordering them to appear at a hearing Friday. COUNTING: -Gore picked up 21 votes in the early stages of a hand recount of all 588,000 ballots in Democratic-leaning Broward County. -Palm Beach County said it would begin hand counting ballots Thursday night. -The Miami-Dade County canvassing board will meet Friday to consider a request by the Democratic Party for a full hand recount of all 654,000 ballots. Board voted 2-1 Tuesday against a full recount. -Republicans alleged 264 absentee votes weren't included in the hand recount in Volusia County. The canvassing board scheduled a meeting to address the complaint. -In Gadsden County, west of Tallahassee in north Florida, the canvassing board agreed to let Republicans and Democrats inspect more than 2,000 ballots rejected by voting machines and later recounted by hand. Gore had a net gain of 153 votes after the recount. Democrats later withdrew their request to review the ballots. UPCOMING: -Counting of more than 2,500 overseas absentee ballots will begin Friday in all 67 counties.
