All the shots on TV show the poll workers very gingerly handling the ballots. There's no chance of someone punching out paper holes with a Repub or Dem standing next to you and over your shoulder.

There's no chance at manipulation if you establish a rule that both hands must be free of foreign objects (pencils, pens, etc.) when individual paper ballots are picked up. I'm sure lots of rules like this are in place whenever a hand recount is made.
