He said "coalition" government, not provisional. He didn't define it. I suspect he didn't mean anything by it, but was just reproducing a sound byte. My GUESS would be that he meant something like "inclusive," or "co-operative," if he meant anything. Of course it was funny that he said that adjacent to declaring he never wanted to talk to Gore again.

I was very surprised that he made the "if they... I lose" comment in front of people.
