You're missing a key factor that makes this a lot closer than you think. Yes, they did recount 1% of Palm Beach, but they chose precincts that were voting 20 to 1 for Gore. I think the breakdown was something like 4500 votes for Gore and 300 votes for Bush. This will alter your projection quite a bit.

I'm guessing that it's down to a couple hundred votes, but the odds are leaning towards Gore, IMO.
