I don't know what chads you've been talking to, but the ones I know don't hang out on optical ballots. Fact is, Bush signed a law that sets forth guidelines for counting punch ballots, but now that he is faced with being on the losing side of the issue he suddenly has developed amnesia. In Texas, a dimpled chad is acceptable in a hand recount, which mind you, is preferred in close election in Texas to machine recounts!
