Wiz, I was amazed when I read about the seepage too. Apparently it has been going on for millions of years as the lighter oil is displaced by water with via cracks etc.

I am sure the otters eat as much or more than seals and they have better dexterity to get bottom hiders...hence the crab killoff.
I do not know what the old time predators were? I imagine the Indians, bears, mink etc kept them at bay. I seem to recall the first white men found enormous numbers of sea otters in BC when they first came there. Perhaps the balance is between otters and fish/shellfish. There may be a starve out of otters if the crabs are already in decline folowed by a crash of otters and a burst of crabs which come back faster. It seems there is need of an artificial predator on the otters to try and get a balance between crabs/fish...otters....man that does not oscillate. Have to restrict the fishermen too or they will get into a die off like they did in the East coast Cod fishery.
The problem in the east coast is the lack of industry. All that have located there were killed by unions as the easterners are/were very british and had the british disease(unions). Unions kill industry in the same way Fishermen kill a fishery. Wages, like quotas has only upwards pressure. In good times the industry could support them, in bad times they could not and workers would not yield...the industry closed. In a fishery, when the fish started to go away the fisherment wanted bigger quotas, and away went the fish. Eventually the government wised up a little bu by then Cod had collapsed. As soon as Cod comes back a small bit....bang they let them fish again. the smart thinsg is zero fishery for a few years to let the compound interest of breeding fish grow faster...that would let a larger catch in later years offset the few years of zero. Even cut the indians and onnshore and close in fishers off. Cul the seals too, for a while and let a permanent cull exist...there is a need for a wolf replacament predator.

Will they do it......naaah, governments are too stupid.
