Young offenders - you can't long have a system where kids able to do crime know full well they cannot be punished for it, and that's the situation now to an extent ... on the other hand you don't want to go back to hanging twelve-year-olds for stealing bread ... finding the optimum course is a complex job, it almost certainly starts by eliminating any published age level before which an individual is deemed not responsible for his actions ... each case decided on its own circumstances ... but then you have the problem - Who decides? ... it's not ever going to be easy ... one thing is for sure - until the age at which a child is deemed responsible for his actions, the parents are responsible, and must be held so ... of course, you can't get sense out of a turnip, and many are rotten in the ground ... no, it's not ever going to be close to easy.

So sorry discipline begins at home,

"strict rules with kids works" it is frustrating but you see the results at the 18 to 24 stage, imo.

also when i was in school, 1960's gee stepped outta line got the strap heaven forbid a youngster got that punishment today...........

we are raising a society of "whimps" JMHO.

I am glad all my kids are 19 plus.
