If you have ever punched a hole through a sheet of paper using a "hole puncher", that little piece of paper which falls out , that is the "chad".

Areas of the election ballots are prescored so as to facilitate the punching of the hole. The Republicans contend that manipulation of these cards CAN cause these prescored chads to fall off. Every time someone handles one of these ballots, it increases the likelihood of have more chads fall off.

A dimple can be caused by a voter who did NOT puncture the ballot completely. And it may also be caused by the election officials constant handling of the cards.
