Yes Jeff,

But, she already had that argument by virtue of Gore's selected county hand-count creating an unfairness favoring Gore.

There never were any provisions nor intent in the election law to cause Presidential or Statewide candidates to vie for the sympathies of county canvassing boards, making cases county to county, in order to recover lost votes in partisan territories so to match your opponents efforts in his own.
