I use quotes, because being utterly without the ability order up handcounts, Gore couldn't offer what he hadn't the power to give. Gore's opportunity to get that done passed with he 72hr handcount deadlines. After that, neither man had the power. Bush's single Federal case is based partly in the argument that handcounting selected counties only, would recover votes for Gore unfairly. Bush therefore, has been bringing attention all along to the inherent fairness IN a statewide hand-count, save that he doesn't believe hand-counts can be done accurately with these types of ballots. You've heard his men talk about the unfairness of Gore picking selective counties all along- an argument that SCREAMS "statewide would be fairer." Gore easily could have asked form count in all applicable counties within the three day limit, ensuring the public he wanted a level playing field, but he did not. Losing by a narrow margin and reasonably wanting to take his last chance, and knowing full well that re-counts traditionally determine the winner, it turns out the onus in my view was on Gore to request hand-counts from all counties where applicable, thus reasonably taking his last chance to win by setting up a new fair playing field that would be clear to all. Rejecting that possibility, Instead, he emerged promising to back lawsuits and sought to claim votes in counties that would favor himself, even as he called that fair. Even after his offer yesterday, near as I can tell he STILL feels getting only HIS favored counties included in the totals would be an acceptable result. The notion that Presidential and other statewide candidates would use hand-count provisions to bolster their own results statewide, resulting in a little battle to seek territories based on yes or no hand-count decisions resting with 67 canvasing boards, was certainly never contempleted by the writers of the hand-count provisions. Such activities certainly were never intended to be a part of our elections. Sorry for the rambling, hope I'm clear. If absentee's favor Bush, and Harris certifies, it's all over. Dan B
