This perhaps should read..."where Republicans have asked the manual recounts to be blocked....on the basis that manual recounts are being employed soley in areas of the state chosen by partisans, benefitting one candidate unfairly and improperly, wholly outside of the inherent fairness embodied in the rule of law and the Constitution.

This action in Federal court from the Bush camp has from its inception, made clear Bush's implicit recognition that a state-wide hand-count is inherently fair in theory, while the territorial inclusions Gore has aggressively for himself alone are not.
